Project Summary:
The Preventing Extremism in Morocco program is building the capacity of religious and community leaders to counter violent extremism in Casablanca, Salé, Beni Mellal, and Fes. Through this project, a select group of religious and community leaders will receive training in countering extremism and then lead self-designed follow-on activities that address issues of extremism within their own communities. Leaders will work with each other and the broader community of practice to share lessons learned and best practices. This is a pilot project with a heavy monitoring and evaluation component and emphasizes the important of learning and sharing best practices.

The program is active and will end in April 2018.
Position Summary:
The Program Director is to be based in Rabat, Morocco and will be responsible for the in-country implementation and management of the project. The Program Director will be the senior in-country project representative and will have overall responsibility for guiding and coordinating program activities among a diverse group of local stakeholders and beneficiaries, government ministries and local officials, and US government personnel in Casablanca, Salé, Beni Mellal, and Fes. S/he will be responsible for monitoring small grant performance in these locations on a monthly basis. S/he will oversee the long-term staff and short-term experts in achieving project results, conducting activities, and monitoring impact. The Program Director ensures compliance with all terms of the project contract and all relevant donor rules and regulations.
Reporting & Supervision:
This position reports to the Project Director in the CIT Division.
Primary Responsibilities:
- Serves as the primary representative of the program, and for Creative, in Morocco;
- Manages and is responsible for technical and financial performance of the project, ensuring that technical, financial, and administrative activities are carried out according to Creative’s policies and procedures and are consistent with donor regulations;
- Facilitates the structured involvement of religious, community, and government counterparts in the project’s training programs and coordinates with legislators, civil society organizations, faith leaders, academic experts, and community activists to ensure successful implementation;
- Oversees trainings in countering violent extremism, supports local-level relationship building among project participants, facilitates the development of and community-level grant activities, and supports/advises on the successful implementation of these activities;
- Coordinates with relevant government stakeholders, including the US Embassy, the Moroccan Ministry of Foreign Affairs and Ministry of Islamic Affairs, the Rabita, the OIC, and ISESCO;
- Oversees implementation of project monitoring and evaluation activities and ensures that project results are met;
- Supervises development and submission of project deliverables and provides timely and accurate reporting and briefings to Donor/Stakeholders on all program areas;
- Oversees implementation of Creative’s security protocols and provides leadership in handling security-related issues;
- Manages project team of full-time staff and consultants in a manner that is open and respectful and encourages professional development, and solicits constructive staff input.
Required Skills & Qualifications:
- A minimum of five (5) years of management experience (including personnel, project budgeting, procurement, and finance) is required;
- A minimum of three (3) years of experience working at a community level with religious leaders and civil society organizations;
- A minimum of three (3) years of experience conducting or supervising M&E activities with beneficiaries, including design and conducting focus groups discussions, surveys, and interviews;
- Familiarity with international donor programmatic and administrative standards is required; experience working with US government contracts and/or cooperative agreements is strongly preferred;
- Demonstrated network of civil society, government, and religious leaders across Morocco is highly desirable;
- Demonstrated knowledge of contemporary principles, concepts, practices, methods, and techniques of CVE is desirable;
- Previous experience working on Moroccan CVE and or/peacebuilding issues is preferred;
- Demonstrated experience presenting and representing ideas with a range of stakeholders including donors and key government officials;
- Ability and willingness to conduct field visits to Casablanca, Salé, Beni Mellal, and Fes required;
- Driver’s license and a clean driving record is required;
- Fluency in written and oral English and Arabic is required;
- University degree in a relevant field is required.
